			<content:encoded><![CDATA[<p>Unsuited as it may seem, the Special Broadcasting Service&#8217;s home in light-industrial Artarmon is a fitting place for a network attempting to address an identity crisis and the media revolution on limited resources.</p>
<p>When SBS television started on October 24, 1980 &#8211; United Countries Day &#8211; it began with a documentary, Who Are We? It had been a nod to the reason behind SBS&#8217;s being : to strengthen the social policy of multiculturalism.</p>
<p>30 years on, a broadcaster that began with commercial-free radio and TELEVISION designed to showcase Australia&#8217;s cultural variety now receives a third of its income from advertising. To many it&#8217;s better called the station that brought Top Gear down under, and the home of football and the Tour de France.</p>
<p>In the government&#8217;s review of public broadcasting 2 years ago, one spectator complained that SBS had modified from &#8221;a awfully special broadcaster of the past, into a de facto commercial lookalike&#8221;. In essence, he asked : who are you, SBS?</p>
<p>Chris Berg, a research fellow with the Institute of Public Affairs, goes further : why are you still here? He says SBS has slid into &#8221;almost complete irrelevance&#8221;. &#8221;It definitely can&#8217;t hope to cater for the sheer variety of migrant communities in Australia in 2011, and those communities have accessibility to home content thru online and satellite services,&#8217; &#8216; he asserts.</p>
<p>&#8221;The writing has been on the wall for SBS for many years, nevertheless it lumbers on usually because state programs are extremely hard to shut down.&#8217; &#8216;</p>
<p>The governing body professes strong support, but that&#8217;s not coupled with strong funding. In the last funding round, SBS won $20 million extra, but the ABC got $180 million, while the moneymaking commercial networks were relieved of $250 million in licence fees. SBS runs 2 TV channels and 4 <a href="http://www.pickradio.net/denmark" target='_blank'>radio stations</a> on a quarter of Channel Seven&#8217;s cash and less than a third of the ABC&#8217;s.</p>
<p>The web has brought a deeper challenge, undercutting the cause of its existence. Folk can now hear, see and read their own languages and cultures online whenever they want from their homelands.</p>
<p>But SBS&#8217;s new CEO, Michael Ebeid, believes it is needed now more and more.</p>
<p>Ebeid, forty five, personifies the broadcaster&#8217;s inclusiveness. Born in Egypt, schooled at Epping Boys High and a former head of selling at the ABC, Ebeid lives in East Sydney with his partner, Roland, a Qantas pilot.</p>
<p>A quarter into the job, he has settled into his pitch. &#8221;Today, we&#8217;ve got double the number of folk who speak another language than 35 years ago when SBS was set up,&#8217; &#8216; he asserts. &#8221;So I would argue that cultural complexity [means] SBS is needed and is more relevant today than ever.&#8217; &#8216;</p>
<p>Cultural enclaves may develop if migrants get all their news from home. &#8221;It means they aren&#8217;t getting stories and current affairs from an Australian perspective and, more importantly, stories and current affairs about Australia,&#8217; &#8216; he is saying. &#8221;I think that&#8217;s a real worry for our society.&#8217; &#8216; SBS can help by reporting Australian issues in migrants &#8216; languages.</p>
<p>As for the tougher question of the SBS identity, he would like to take it back to charter basics : less Top Gear and more Return To Where You Came From, which took six Australians distrustful about asylum searchers to Iraq and the Democratic Republic of the Congo. At the time it aired it was SBS&#8217;s most popular program of the year &#8211; 524,000 viewers on the first night. The other networks regularly do double that. Its prime-time slice of the national audience has been about six % for the last six years.</p>
<p>But its point is to be niche, and Ebeid welcomes it. &#8221;We are returning to being a rather more specific organisation,&#8217; &#8216; he asserts. A &#8221;large majority&#8217; &#8216; of programs will focus on a charter that needs &#8221;multilingual and multicultural&#8217; &#8216; programs which &#8221;inform, entertain and educate all Australians and, in doing hence reflect Australia&#8217;s multicultural society&#8221;.</p>
<p>His main worry is whether he is able to afford to get there.</p>
<p>The responsible minister, Senator Stephen Conroy, says SBS is &#8221;one of Australia&#8217;s most critical cultural institutions&#8217; &#8216; &#8211; but there is without doubt SBS is wrestling.</p>
<p>This week even though it revealed a reality show, Bollywood Star, it also canned its only forthcoming local drama. Dusty was to be a series primarily based on an investigator in Darwin, in the custom of contemporary offerings East West 101 and The Circuit.</p>
<p>It just hasn&#8217;t got the money for pricey Australian drama. &#8221;We do not have anything on our commissioning slate for major drama and I think that sure is a real shame.&#8217; &#8216;</p>
<p>The additional $20 million Conroy won for SBS is, in television terms, peanuts, particularly as it has got to vie with other broadcasters rushing to fill their digital channels.</p>
<p>Greens Senator Scott Ludlam claims : &#8221;They are getting hit from a selection of fronts, and we think the most important priority for the station is an important increase in public funding.&#8217; &#8216;</p>
<p>Its three-year deal will be exposed in the next budget, and Ludlam says the Greens will make &#8221;a large deal&#8217; &#8216; about its future.</p>
<p>Of its $207 million revenue in 2009-10, two thirds came from the government. Its position in the pay TELEVISION channels World Films and Stvdio provided $6 million, while $78 million came from advertising, first authorized on a public broadcaster by the Labor central authority in 1991.</p>
<p>Those rules were re-interpreted to permit commercial breaks to interrupt programs and SBS told a Senate guesses investigation this year discarding them would cost it $45 million a year &#8211; nearly a quarter of its income.</p>
<p>Ebeid is hopeful about a funding boost, but given the government&#8217;s doggedness to revisit surplus, he&#8217;s not assured. His minister could be &#8221;very supportive&#8217; &#8216; but he is &#8221;very realistic&#8221;. </p>
<p>If the money does come, SBS wants to offer 4 channels within 5 years, improved news and current affairs, more local programs and masses more online and on-demand.</p>
<p>And if the cash does not come? Ebeid warns of &#8221;a lot tougher decisions&#8217; &#8216; on what to show and what to hop. It raises the prospect of having to choose between full migrant groups ; already some African groups miss out.</p>
<p>The government has asked it to launch a native TV service with the $15 million it gives Countrywide Indigenous TV, displaying on pay TV and in remote Aboriginal communities. Ebeid wants an indigenous channel but says the quality needs to improve and so does the money.</p>
<p>&#8221;I do not wish to be running 3 underfunded TELEVISION networks,&#8217; &#8216; he is saying. &#8221;Fifteen million may seem like a lot but it is not when you have to commission content. You cannot buy indigenous content from the BBC.&#8221;</p>
<p>Ebeid spends much of his time lobbying for cash &#8211; the government, other parties and the ethnic communities who are his network&#8217;s primary audience. 			<content:encoded><![CDATA[<p>U.S. Border Patrol agents are going on the offensive against human smuggling with headlines on central Mexico <a href="http://www.pickradio.net/oldies" target='_blank'>radio stations</a> urging potential border crossers to stay home.</p>
<p>The approach could help put yearly arrests in the Tucson Sector under 100,000 for the first time since 1993, Customs and Border Protection Commissioner Alan Bersin claimed in an interview Thursday in Tucson. That would signal that the straightforward pickings are over for smugglers who long have focused the Tucson Sector, which stretches across most of the Arizona-Mexico border.<br />Senior agents for the previous month have been speaking on radio to residents of the 5 Mexican states that have produced the most illegal border crossers in recent years.</p>
<p>Bersin claimed he spoke on Mexico City radio Thursday telling listeners that the desert is more deadly than coyotes tell them ; that walking distances from the border to Tucson or Phoenix are far larger than they are told ; that the coyotes are connected to conglomerations that are probably going to assault or extort them ; that jobs are few ; that their odds of escaping capture are dropping fast ; and they will face consequences if arrested, unlike in the past.</p>
<p>Now, arrestees are more likely to be jailed, bused to the far border or flown to Mexico City rather than simply deposited across the border near where they crossed.</p>
<p>It is smarter to talk to people in interior states, for example Michoacan, Tabasco and Oaxaca, than people who already are near the border as the latter have recently invested in bus fare and other items and are potentially less open to such a message, Agent Danielle Suarez expounded.</p>
<p>Last year, there were 212,000 arrests in the Tucson Sector, triple the quantity of the sector with the following highest, San Diego, with 68,000, and the only one of nine Border Patrol sectors with more than 100,000 arrests of suspected illegal immigrants. It is on track for 123,000 this year, a 43 percent reduction.</p>
<p>Arrests down</p>
<p>The Tucson Sector &#8220;is the last stand of the smugglers. We would like to see the Tucson district down to double digit arrests,&#8221; Bersin expounded. &#8220;We see this number going down in San Diego this year to fifty thousand or 48,000. It&#8217;s now a matter of when, not whether. Is it going to take two years, 3 years, eighteen months, we do not know, but we are in that range.&#8221;</p>
<p>Border Patrol arrests are down eighty percent in the Southwest since 2000, Bersin related. Bringing Tucson Sector arrests under 100,000 would be a dramatic fall from the 212,000 arrested last year, the 123,000 projected this year and the high of 616,000 in 2k.</p>
<p>&#8220;What we wanted to do, and we did not do it for ten years, was put enough resources into Arizona. Yes it was more difficult for smugglers in this corridor, but they entrenched themselves so it would most likely take the sort of force laydown we&#8217;ve undertaken in last two years to actually move them out. It&#8217;s been a ten year process. Now that we have this actually massive laydown of force, we see results in Tucson since the high in 2000,&#8221; Bersin said.</p>
<p>Bersin acknowledged that the recession is playing a part in the reduced number of arrests but claimed arrests dropped from 2k to 2008, during a period of industrial growth.</p>
<p>He announced that smugglers shortly will face a Southwestern border that&#8217;ll be completely staffed with agents and equipped with high technology detection devices and physical barricades, including fencing in several places.</p>
<p>&#8220;In the past we had to build up the Border Patrol with technology. We now have a border that&#8217;s comprehensively resourced,&#8221; Bersin related. &#8220;We will see an exceedingly new phase in both the difficulties faced by the Border Patrol and the reaction of the smugglers. I am not counting victory yet. The fat woman has not sung in Arizona, but I can hear her tuning up.&#8221; </p>
<p>Border issues</p>
<p>In the meantime, Fed. agents are working to reduce wait times at the border for those crossing into the United States, but Bersin related a much more serious problem for the border economy is interesting news coverage of violent crime, which he announced is at historic lows.</p>
<p>&#8220;People in the U.S. Are not going south to go do some shopping but you may still see lots of folk from Juarez going to El Paso, from Tijuana to San Diego, but the border economy has suffered not so much from cross-border (visits) south to north, as it has suffered by the lack of visitors to the border area, because of reports that loudly say the border is beyond control, is a violent place.&#8221;</p>
<p>Bersin said he was not pronouncing the killing of rancher Robert Krenz &#8220;was not horrible,&#8221; but recounted that was not spillover violence, in the sense of shootouts in the streets or murders in Chicago resulting from Mexican drug conglomeration conflicts. He repeated a common desist that the border is safer than its ever been, in spite of several high visibility murders and cited drops in FBI statistical data for violent crime for the Southwest in total and for border cities in the Southwest.</p>
<p>&#8220;In Nogales, Mayor Art Garino and mayors in Douglas and Yuma, the people on the border, know it&#8217;s never been more secure,&#8221; Bersin recounted.</p>
<p>Asked about the waiting times, Bersin declared &#8220;to the extent that wait times contribute (to business problems), I understand that. We need to work on that, but a mix of the economy, of absence of ability for people in the U.S. To go to south, definitely makes a contribution to an impaired cross-border economy, and waiting times makes a contribution to it.&#8221;</p>
<p>&#8220;No question, we are working very hard. I suspect that expediting legit traffic is a security program, it allows you to focus your resources on most likely deadly folk and things, on high-risks.</p>
<p>&#8220;We are truly pushing very hard on trusted traveler programs, sentry programs, the sentry pedestrian programs, the worldwide entry programme at the border. We also making the case we need more officers. It hasn&#8217;t escaped us. 			<content:encoded><![CDATA[<p>The rocketing shortage of racial diversity in the U.S. Media landscape is starting to become a popular topic and putting pressure on policy makers to (finally) pay attention.</p>
<p>As the American Society of Newspaper Editors has reported, racial and ethnic minorities make up less than 13 percent of newsroom workers. Minority possession of TV stations hovers around three %, while <a href="http://www.pickradio.net/mauritius" target='_blank'>radio stations</a> possession is at 7 percent, regardless of the proven fact that the minority population of the U.S. Is approximately twenty-eight percent.</p>
<p>In an open letter to network managers and editors earlier this year, Kathy Times, outgoing-president of the Nation&#8217;s Organisation for Black Reporters, decried that absence of diversity in the newsrooms of the top 3 broadcast networks, indicating the huge discrepancy between minority populations and their illustration in news distribution centres. &#8220;As America inches toward a world that is more black and brown,&#8221; wrote Times, &#8220;corporations are adjusting their cultures to embrace diversity because they know it makes good business sense. But too many network executives are paying little attention to this reality.&#8221;</p>
<p>Meanwhile, the U.S. Court of Appeals for the 3rd Circuit ruled last month the Fed. Communications Commission (FCC) inadequately justified its approach to advancing the diversity of broadcast possession. Over the past couple years, the FCC&#8217;s approach in coping with racial diversity in the media has been to rely on the Web to serve as the space for diversity to flourish. This has neglected the proven fact that minority possession of media outlets has declined over the same time period, in which policies have fostered more media consolidation.</p>
<p>To effectively instigate and sponsor racial diversity in the media landscape, the FCC particularly will have to think more broadly about media policy completely. In a statement commissioned by the FCC this summer, several suggestions were made. In order to address these issues and begin implementing these policy ideas, a clear outlook of where minorities stand in media is needed.</p>
<p>The widespread issues in the media landscape include both the divide in how minority groups access the Web and the lack of minority possession and collusion in mainstream reports media. There are several barriers to Web access for minority Web users and content producersdespite higher degrees of blacks and Latinos accessing the Web through their mobile devices, the high expenses related to using these devices to tether, for instance, limits what one can do with that accessand overcoming the access opening is only one piece of the puzzle. The other, and more clear issue, is the one which Kathy Times poses to broadcast networks.</p>
<p>The incongruity between minority populations and their representative news distribution centres is large. It is affecting virtually all sides of news media production, from how minorities participate in conventional media to the in-flow of new, young journalists who enter the industry.</p>
<p>Black editors and other established professionals have recently been fading out of conventional press outlets and into black-oriented media. This shift poses a difficult quandary. The experience of these editors might be exactly what is needed to reinvigorate the black press&#8217; readership and circulation, as well as to induce minority youths to engage in media production on a larger scale. Nevertheless even as this trend creates replenished potential for the black presswhere readership has fluctuated over time as the number of outlets has dwindledit reduces the diversity of viewpoints found in normal news outlets. Movement out of the conventional press could further increase the openings that main line news has in providing important and accurate reporting on issues re minorities and race in the U.S.</p>
<p>The picture is also desolate for minorities who are in or have just lately graduated from journalism and communications programs, adding another layer to the disparity. In the 2009-2010 academic year, the Once a year Survey of Journalism &amp; Mass Communication Graduates found that the rate of minority graduates landing full-time work dropped from 62.1 percent the year before to 48.6 percent, while white graduates had an employment rate of 63.9 %. That is the biggest opening between whites and minorities since 1987. </p>
<p>One approach the FCC can take to fixing that difficulty is to build on recommendations presented in a report it commissioned earlier this summer. The writer of the report, Steve Waldman, pointed out the usefulness of a late 1970s &#8220;tax certificate&#8221; programme, which improved minority possession in the media landscape. The programme offered taxation inducements to broadcast or cable owners that sold an outlet to a minority purchaser or invested start up capital in a minority controlled broadcaster. Although the programme was deserted due to perceived misuse, an analogous but more expansive programme today could support community-based media outlets that not only provide news, but train youth to become producers of news and content. The programme would inspire and support minority youth entering media outlets and have a &#8220;trickle up&#8221; effect in building more racial and ethnic diversity in the media landscape.</p>
<p>The role of the news media is to offer a forum for discourse and engagement for all people in society. Yet the industry is simply failing to determine up, and current FCC policy is doing little to help change that fact. When the FCC reassesses the way to better measure and enact minority possession and participation in the future, it&#8217;ll have to address the industry&#8217;s structural Problems or the racial disparities in who produces and delivers our reports may continue to worsen,writes <a href="http://tagza.com/World_Business/Media_Is_Growing_More_White-_Whatrsquos_the_FCC_Doing_About_It_-_COLORLINES/" target='_blank'>tagza.com</a>.</p>
